In 2006, AngelouEconomics lea an economic development strategic planning process for Harris County. Harris County is composed of 34 incorporated cities in Southeast Texas, including Houston, and is the third largest county in the U.S. with an estimated 2005 population of 3.7 million.

The Harris County Economic Development Strategic Plan was developed from four bold and coordinated economic development plans created for each of the county’s four precincts. The results were compiled into a countywide implementation plan that provided the HCCEDD with the tools necessary to position Harris County as the premiere national and international location for high impact investment. The plan included recommendations for target industry retention and recruitment and product improvement recommendations centered on business climate, education, workforce development and training, infrastructure, and entrepreneurship.
